If you pre-order the Pokemon games Sword and Shield at 7net (Japan), you will get a special Sword & Shield Pikachu Promo card. This card is a Sword & Shield TCG Pikachu Full Art card featuring Grookey, Scorbunny and Sobble. Right now this is exclusive to 7net and there is no other way to get this.
The promo number is 001/S-P. The card is illustrated by Hideki Ishikawa.
